Daycare Shuts Down After Child Left in Bus

If Kids School Daycare was not license for 18 years, but only one why was the Department of Human Services allowing kids to attend the daycare cause my child has been gone since he was six mouths old and he is four now. We have to go though them to get child care so if the daycare was only license for a year more then just Kids School is at fault right or wrong?
