MEMPHIS, TN ( - The Bluff City has more untested rape kits than any other city in the nation.

Now a national foundation is trying to get justice for victims.

The Joyful Heart Foundation helps cities develop programs to test rape kits.

The city is now working to come up with $6.5 million to clear the backlog.

Tennessee representative Antonio Parkinson has introduced a bill requiring rape kits be submitted to a TBI lab within 10 days of collection and analyzed within six months.

It also calls for all backlogs to be cleared.

Parkinson created a petition to put pressure on lawmakers to sign the bill.
