Local I-Team: Memphis Code Inspectors Assess Peppertree Apartments

MEMPHIS, TN - City code enforcement inspectors went door to door at the problem-plagued Peppertree Apartments Tuesday afternoon assessing living conditions.
 
The inspection sweep is part of a number of big changes the city made after the Local I-Team exposed ethics concerns surrounding the code enforcement manager in charge of the property. The city shut down a ministry that was being run by that manager at the complex and removed him from overseeing Tuesday's inspection. 
 
Two by two city code inspectors combed through the Whitehaven complex assessing living conditions and code violations.
 
One resident who showed us her apartment says they do not have to look far.
 
"I got mold, I got water leaks, my walls are rotted out," she said. 
 
Though she asked not to be on camera, she showed us mold growing through the paint in her living room and walls so wet they are bending.
 
We received photos from other residents showing exposed plumbing and falling tiles. Tenants told I-Team investigator Maria Hallas they hope today's inspection will bring change. Harold Collins, the city councilman who represents the Peppertree community, agrees.
 
"Our intent is to provide HUD the detailed report that shows that Peppertree Apartments are not providing living conditions conducive to HUDS policies for its residents," Collins said.
 
Peppertree receives millions of dollars of federal money from HUD to maintain safe living conditions. Collins hopes the threat of losing that money will persuade TESCO Properties Inc., which manages the apartments, to make significant changes.
