Integration turned the city into a slum. That is the cold, hard, politically incorrect, inescapable truth. The city has never been able to recover from that. There are a lot of productive people here trying to hard to make the city livable again. There are just not enough of them.

"MAY be designated"....?! I've got some BAD news for you then. The FACTS already beat you to the punch. Day late, & a dollar short. How many of the world's 'top destination spots' are in slums?! What world is this referring to?! Think I'll book that dream vacation to Beirut, then.
