I understand how this family feels. I have a relative buried at the Mt. Carmel cemetery in south Memphis and it looks the same way. Broken trees & branches everywhere, cracked headstones, missing headstones, headstones sinking into the ground, the grass is never cut, and we've put out flowers and those have come up missing b/c of junkies that roam the street by the cemetery. The state took over and up to this day, nothing has improved because they do not care. I've made several complaints, but nothing was done. I would recommend moving the relative to a functioning and clean cemetery like my family will do with my relative. No cemetery should ever look bad like that. This doesn't help the families heal from the death of loved ones.
