Retired Teacher Speaks About Grade Changing Scandal

Nearly a week after we told you about an investigation into Kingsbury High School Principal Dr. Terry Ross, a retired Shelby County School teacher is now coming forward with more disturbing allegations.

Former teacher Jacquelyn Webb claims months after she retired from the district her name was still being used to give out grades at Kingsbury High School.

Webb claims after reporting misconduct at the school in 2014, she was forced to retire. Months later, she says someone was using her name to give grades to Kingsbury students.

Webb says grade-changing and intimidation at Kingsbury High School were issues there before the leadership of Dr. Terry Ross.

“The whole culture was corrupt, they just didn’t do what they were supposed to do,” Webb explained.

Days before she submitted paperwork to retire in September 2014, she blew the whistle on what she calls illegal practices under the leadership of then principal Carlos Fuller.

“When a teacher would leave the district, Carlos Fuller would continue to use the teacher’s name as a teacher of record even when they had a substitute teacher so, basically the grade scandal has been going on a long time,” Webb said.

She showed Local 24 News a copy of one of her former student’s report cards that clearly shows her name listed as a teacher. It’s dated March of 2015, months after she retired. 

“Oh, we used your name by accident, that’s what I was told. We used your name accidentally,” Webb told Local 24 News. 

Local 24’s Annette Peagler reached out to the Shelby County School District and a spokesperson is looking into Webb’s claims with their labor relations team.

“I have so much paperwork. I have proof of what has been done for me,” Webb said.

She also filed a police report to make sure it was on record, but she says nothing was done. She says when she saw Local 24’s reports of recent allegations of grade changing at Kingsbury, she reached out once more to Superintendent Dorsey Hopson. This time he replied.

“Since 2014 to right now is the first time he’s reached out to me and said thank you,” Webb said. “I mean he says he has an open door and I’m asking him again I need you to talk to me.” 

Webb says last week she met with investigators from Butler, Snow, the third party investigating Dr. Terry Ross. In full disclosure, Webb filed a lawsuit last year against the school district and it was dismissed. We are awaiting the school district’s response.
